Moses debated God saying he was inept to accomplish what God wanted him to accomplish. But God does not make mistakes. God provides the resources for us to do what He wants us to do when we provide a willing heart.
God spoke to Pharaoh through Moses saying "I have raised you up for this very purpose, that I might show you my power and that my name might be proclaimed in all the earth." At times, the Lord even raises us someone evil so that through them His power might be displayed. God can use anyone to accomplish His purposes. But the one who gives the Lord a willing heart will be used of God and blessed by Him as well.
